Pune city is the Cultural capital of Maharashtra having a population of 36.20 lakhs and stands at rank no.2. Pune is the Metropolitan city and one of the important industrial and commercial centers in Maharashtra. It is also known as Educational Center since long. Government of Maharashtra has declared Pune city as Information and Technology center.

Due to rapid development in economic, industrial and commercial activities, there is an enormous increase in traffic, causing traffic congestion, pollution and other related problems. There are many arterial roads passing through Pune city. National Highway No. 4,9 and 50 and some other important State Highways cross Pune city. From geographical point of view, this city is divided by Mula Mutha and Pavana rivers. As this city is divided by railway lines of Central and South Central Railways, there are several Railway crossings. For want of by - pass roads, the vehicular traffic which has no concern with the activities in Pune city, is compelled to enter into this city and pass out from this city to go to their destination. Due to this, there is tremendous traffic congestion on important roads in this city. For tackling this problem 4 laning of Westerly bypass from Dehuroad to katraj is undertaken and the said work is in progress.

In Pune Metropolitan Region, there are various Government, Semi Government and local bodies like Public Works Department of Government of Maharashtra, Pune Municipal Corporation, Pimpri - Chinchwad Municipal Corporation, Pune Cantonment Board, Dehu Road Cantonment Board and Khadki Cantonment Board. These organisations are assigned to tackle the traffic problems within their respective jurisdictions. However, due to paucity of funds with these bodies, they cannot tackle successfully the problems arising out of traffic congestion ,pollution, accidents etc. Pune Mun. Corparation and Pimpri - Chinchwad Mun. Corporation are keen and interested to solve these problems and they have undertaken the improvement and widening of certain roads, construction of Railway Over Bridges also. However, presently, due to paucity of funds they cannot implement these works successfully. To sort out these problems, it was felt necessary to undertake and implement "Integrated Road Development Project In Pune Metropolitan Region ".

To achieve this objective, Government of Maharashtra has declared MSRDC as entrepreneur for "Integrated Road Development Project In Pune Metropolitan Region" and this Project will be implemented by the Maharashtra State Road Development Corporation on behalf of these bodies.

After detailed discussions with concerned authorities, Government of Maharashtra has accorded sanction to this Project. The Project is costing Rs. 260 crores and it includes 33 works in which there are 6 road improvement works, 9 Railway Over Bridges, widening of 1 Railway Over Bridge, 2 River Over Bridges and 15 Flyovers.

The funds required for the implementation of this Project will be raised from open market by Bonds. On receipt of funds the expenditure of this Project will be met out.

To recover the cost of the Project it is proposed to install Toll Stations at 9 locations at the entrance of the city and collect toll from vehicles entering or leaving the city. It is also proposed to impose additional cess on the sale of Petrol and Diesel in Pune Metropolitan Region. It is Proposed to complete this project within a period of 4 to 5 years.
